Workforce Technology Systems
This new open framework agreement provides complete workforce management systems for the NHS and wider public sector. It provides access to a broad catalogue of compliant technology providers and services that meet NHS technology standards and can deliver end-to-end digital solutions, innovative integration and interoperability services, technology system design and deployment advice.
Developed in partnership with NHS England and supporting the NHS Long Term Plan, this framework is set to become a powerful tool for efficient job planning and staff management offering:
- off-the-shelf or customised digital solutions
- integration, deployment or interoperability services
- expert technology design and deployment advice
- overlay, user experience or support system implementation
This framework utilises the PA23 Open Framework procedure. Each term is one year providing opportunities for new suppliers to join annually, with the framework agreement live for 8 years.
Benefits of using the Framework
- Opportunity – to run mini competitions, make direct awards and carry out a desktop evaluation.
- Minimum standards – now introduced and embedded within the framework to support interoperability and integration.
- Transparency – over pricing for when choosing your products and / or services.
- Entry level barriers removed – supporting Small Medium Enterprise (SME) businesses with removing the barriers to entry which will enable new suppliers to the market, supporting their access to the NHS.
- Product choice and range – innovative products and out of the box solutions have been built into the specification that will help organisations grow alongside the technology supplier.
- Improved processes – the Simplified Award Process is featured on this framework.
- Performance indicators – Key Performance Metrics and Service Credits have been included within the framework; guidance has been developed to support organisations with their contract management

- Lot 1: Workforce Technology Systems (Original equipment manufacturers, software development, and applications)
- Lot 2: Services for Integration, Deployment, and Interoperability (system training, implementation, reporting, and analytics)
- Lot 3: Professional Services and Consultancy (gap analysis, specification design, project management, and change management)
- Lot 4: Overlay, User Experience, and Support (user interface platforms, support services, system harmonisation)
