Benefits of using the Framework
The Framework Agreement provides Contracting Authorities with a legally compliant access to the market, with the benefits of significantly reduced procurement timescales and access to cost-effective and quality approved suppliers
Lot Structure
Lot 1: Outsourced Radiology Reporting (AI assisted and traditional reporting);
Provides the Contracting Authority(ies) with Outsourced Radiology Reporting Services, Artificial Intelligence assisted and/or through traditional human studied, via a digitalised workflow system in compliance with the minimum NHS IT standards set by NHS England, data protection and information governance and other requirements. This Framework Agreement supports varied reporting service options, including but not limited to:
- On demand reporting
- Routine radiology reporting, including overflow and backlog reporting
- Acute reporting
- Inpatient reporting
- Out of hours
- 24-Hour availability
The specialities and sub-specialities covered under the Framework Agreement (Including but not limited to) are below:
- X-ray
- MRI (Magnetic Resonance Imaging)
- CT (Computed Tomography)
- NM (Nuclear Medicine)
- US (Ultrasound)
- Neuroradiology
- Paediatric Neuroradiology
- Thoracic Imaging
- Musculoskeletal Radiology
- Mammography
- Nuclear Cardiology
- Any other speciality/sub-speciality
Lot 2: Insourced (Onsite) Radiology Reporting (AI assisted and traditional reporting)
Provides the Contracting Authority(ies) with Insourcing Radiology Reporting Services, Artificial Intelligence assisted and/or through traditional human studied, via a digitalised workflow system in compliance with the minimum NHS IT standards set by NHS England, data protection and information governance and other requirements. This service will provide Insourced/on-site/Hub-and-Spoke Radiology Reporting Services to a Contracting Authority where the Radiology Images produced out of the Contracting Authority’s facilities will be read/analysed by an appointed Supplier’s Qualified Radiographer/Consultant to produce reports to be submitted to the originator.
The Suppliers are responsible for either bringing in their own solution (e.g. Hardware and system) or use the Contracting Authority(ies) existing facilities to deliver the services. The Supplier will be required to work with the Contracting Authority’s AI assisted solution and/or provide a traditional Human Interfaced reporting solution and/or provide the required administrative support.
The supplier’s staff are adequately qualified for carrying out the required services as recognised by the relevant industries.
Lot 3: Targeted Lungs Cancer Detection Reporting and Associated Service
Provides the Contracting Authority(ies) with Outsourced/Insourced Radiology Reporting Services, Artificial Intelligence assisted and/or through traditional human studied, via a digitalised workflow system in compliance with the minimum NHS IT standards set by NHS England, data protection and information governance and other requirements for delivering Targeted Lungs Cancer Detection Reporting and Associated Services.
This Framework Agreement supports NHS England’s initiation for Standard protocol prepared for the Targeted Lung Health Checks Programme and the standards set.
For achieving the outcome of this programme, the service will include –
- Outsourced and/or Insourced Radiology Reporting Service;
- Low dose computed tomography acquisition and reading;
- Low dose computed tomography reporting;
- Supply and integration of AI/Non-AI system, workflow-based system and associated support for communication enablement and reporting solutions;
- Training, consultation, quality assurance and Audit services;
- Associated services as required.

Lot 4: Training and Consultancy
Provides the Contracting Authority(ies) with Training and specialist consultancy services at various Radiology Reporting Services, standards, qualification either via off-the shelves training services or tailor-made programme required by a Contracting Authority.
The service will include –
- Ad-hoc training services;
- Facilitate tailor made training services;
- Run planned training services to achieve Local and National Standards/Qualifications;
- Training services to operate systems, IT Radiology Solutions (with or without Artificial Intelligence)
- Quality Assurance and reporting
- Consultancy services, including but not limited to Management Consultancy, IT & Systems Consultancy, Radiology Reporting Consultancy.
- Training Management Programme;
- Training administration, materials and consumables.
Lot 5: Bespoke
Offers a combination of the services from either Lot 1, 2 3 and 4 and associated services for hosting/facilitating these services as specified by Contracting Authority(ies).
HOW TO CALL-OFF UNDER THE FRAMEWORK AGREEMENT.
When calling-off under this Framework Agreement, Contracting Authorities can either run a mini-competition tender exercise or Direct Award for Lot 1, Lot 2, Lot 3 and Lot 4. Any call-off award under Lot 5 must be done following a mini-competition tender exercise. Details of these processes are provided in Schedule 7 of Schedule 2.
