Modular & Prefabricated Building Solutions and Associated Services
This framework is free for all NHS organisations and other public-sector bodies to use, including local authorities and schools, colleges, and universities. Before using it, organisations just need to get approval from NHS Commercial Solutions and complete a simple authorised Framework Access Agreement.
NHS Commercial Solutions has let this Framework Agreement following a PCR 2015 Open Tender process, in which NHS Commercial Solutions placed a notice to establish a multiple supplier framework (ref: 2024/S 000-041195). Suppliers completed the Standard Selection Questionnaire to enable evaluation of their financial stability and technical capability, along with the other technical criteria.
The Suppliers appointed under the Framework Agreement, demonstrated satisfactory knowledge of working with the NHS, providing evidence of a well-structured and detailed methodology and were evaluated on Management Reporting, Training, Key Performance Indicators (KPIs), Review, System functionality, Staff and resources skills, turnaround time, etc.
Multiple suppliers were successful in three lots and they have been awarded onto the Framework, which has been let for two years with an option to extend a further two years.
The Framework provides NHS organisations and all public sector organisations with a legally compliant access to the market, with the benefits of significantly reduced procurement timescales and access to cost-effective and quality approved suppliers.
Benefits of using the Framework
Contracting Authorities may carry out a Further Competition tender exercise or make a Direct Award of a contract (in accordance with Schedule 7 of the Framework Agreement) for Lot 1, 2 & 3.
The Framework Agreement will be subject to the NHS Standard Terms and Conditions of Framework Agreement for the Supply of Goods and the Provision of Services. All subsequent call-off Contracts are subject to the Call-Off Terms and Conditions for the Supply of Goods and the Provision of Services of the NHS Framework Agreement.
At the call-off stage, the Contracting Authorities are flexible to use alternative Terms and Conditions, e.g. NEC3, NEC4 or JCT Contract Terms and Conditions, should use of such be more suitable for the project deliveries and as long as they don’t conflict with NHS Standard Terms and Conditions of Contracts.
This Framework Agreement is subject to ‘Procurement Policy Note 06/20 – taking account of social value in the award of central government contracts’ and ‘The Social Value Model’.
The following Social Value and Model Award Criteria are addressed under this Framework Agreement tender process:
While awarding under this Framework Agreement, Contracting Authorities are allowed to select all of the above or select the relevant criteria to be used for awarding a call-off contract.
The Suppliers appointed under this Framework Agreement comply with a wide range of standards and regulations, for example –
- Modern Method of Construction (MMC);
- Passivhaus;
- Ligature-proof/Anti-ligature Furniture and Fixture;
- Building Information Modelling (BIM);
- Health Building Note (HBN);
- Health Technical Memoranda (HTM);
- Building Regulations and the Education (School Premises) Regulations 1999;
- ‘School-specific Brief’ in the Output Specification 2017: ESFA Employer’s Requirements part C.
Lot Structure
The Framework has been structured to incorporate three lots Lot 1: Consultancy Services, Lot 2: Modular & Prefabricated Building Services, Lot 3: Managed Services.
Lot 1: Consultancy Services
Suppliers will offer a range of Professional and Consultancy Services, including but not limited to: scope, conduct surveys, recommend solutions, aid in developing business cases, plan, enable, manage projects and contracts, and monitor compliance. Lot 2: Modular & Prefabricated Building Services
The Services include, but are not limited to, the design, supply, delivery, construction/installation and maintenance of both temporary and permanent Modular & Prefabricated Buildings, whether capital purchased, leased or hired. The Supplier will also offer any enablement works required for preparing sites, consultancy services, including but not limited to obtaining permissions, provisioning utilities and Digital infrastructure, supplying furniture and consumables.
For the purpose of Direct Award, the Suppliers shall each provide their Catalogue of Products, to include, but not be limited to, the supply of materials, fittings, structures, prefabricated modular building units, components and consumables, providing professional consultancy services, such as site surveying, planning, design and drawing, reporting, quality monitoring, CDMC, etc. The Catalogue shall be updated at regular intervals, anticipated to be between 3 to 12 months.

Lot 3: Managed Services
Suppliers will offer a combination of the services offered under Lot 1 and/or Lot 2 and other services that may be associated with them. The other associated services may include the following:
Services shall include preliminary Modular and Prefabricated Building Solutions (as in on Lot 2) and additionally –
- Managed Equipment Service: This may include, but not be limited to, Theatres, Diagnostic Equipment, Multi-Functional Devices, Radiology Scanners, Security Scanners, Kiosk/Digital Displays, Computers and IT peripherals, furniture and utility Equipment. And/or
- Staffing Solution: Recruitment, deployment and management of medical/non-medical professional services. And/or
- Sterile Services: This may include, but not be limited to, providing medical equipment sterilisation services, Computers and IT peripherals, furniture and utility Equipment.

This Framework Agreement is hosted and delivered by NHS Commercial Solutions and available to our member organisations via NHS Commercial Solutions. This agreement is available to non-NHSCS member organisations via NHS Commercial Solutions.
Stakeholders of NHS Commercial Solutions, all other NHS organisations within the UK (including members of NHS Commercial Alliance), and all public sector organisations within the UK have unrestricted access to the Framework Agreement.
