The purpose of this free to access Framework Agreement which is available to all NHS organisations in England, Scotland, Northern Ireland, and Wales, local authorities, public services organisations, social enterprises, and Community Interest Companies (CICs), is to enable access to a range of pre-tendered professional services to deliver Regional Estate Solution to streamline estate planning, management, and infrastructure development for public sector organizations, including NHS Trusts, local authorities and all public sector body. It provides a structured procurement mechanism to ensure cost efficiency, sustainability, and compliance with public sector regulations.

The Framework is divided into multiple lots;

Lot 1: Consultancy Services: Covers expert guidance on estate planning, regulatory compliance, six facet condition surveys, and strategic decision-making to optimize estate assets and infrastructure development which will include the following but can expand to cover the relevant/associated services:

  1. Legal, compliance, and planning services (e.g. planning applications, risk assessments, regulatory compliance audits)
  2. Master planning & feasibility studies (e.g. strategic estate reviews, land use planning, site feasibility analysis)
  3. Estate optimisation strategies (e.g. including physical condition, functional suitability, space utilization, quality performance, statutory compliance, operational efficiency, asset rationalization, estate transformation planning)
  4. Planning and Valuation
  5. Waste and Recycling
  6. Health & Safety
  7. Architecture and Design Services
  8. Multi-disciplinary Engineering
  9. Facilities Management Consultancy
  10. Asbestos Management Services
  11. Food and Catering - No Awarded Suppliers
  12. Asset Management and Delivery
  13. Facet Surveys
  14. Authorising Engineers and Regulatory Commissioning (AE)
  15. Building Surveying Services & Condition Reporting

Lot 2: Minor Works and Maintenance: Supports the development and modernisation of healthcare and public sector infrastructure, encompassing general building maintenance, roofing, flooring, glazing, partitioning, integrating smart technology and sustainable practices etc.

This lot will be divided into the following Sub-lots:

Lot 3: Mechanical & Electrical Services: Supports the development, upgrades and modernisation of healthcare and public sector buildings by supplying, installing, commissioning, testing, auditing, repairing Mechanical and Electrical Equipment, infrastructure and installation, routine and ad-hoc maintenance services that ensures the smooth operation of estate facilities through comprehensive management of security, maintenance, and energy efficiency strategies.

This will include:

3b    Emergency Lighting & Power

3c     Lifts, Escalators and Conveyance Systems

3d    Medical Gas Pipeline & Equipment Maintenance

3e    Portable Appliance Testing & Fixed Wire Testing

3f     Security, Access Control, Intruder & CCTV Systems

3g     UPS & Generators

 Lot 4: Managed Services

This is typically a combination of services offered as a package or through outsourcing /strategic partnership.

These services may include a combination of services across Lot 2 & 3 with an exception of Lot 1.

Call-off type

When calling-off under this Framework Agreement, Contracting Authorities can either run Direct Award or run a mini competition which is permissible across all lots.
