Procurement Policy Note 026:: The social value model

This Procurement Policy Note (PPN) provides the new Social Value Model focussing on boosting British Jobs and Skills.

The Government is committed to ensuring that every pound spent on public procurement delivers maximum value by supporting British businesses, driving economic growth, and creating a fairer economy. This approach aims to ensure that communities across the UK experience the tangible benefits of public investment through increased local opportunities and prosperity.

For central government contracts, social value is defined as considering how suppliers will contribute to communities by creating high-quality British jobs, developing skills, and providing opportunities for people in every postcode.

Embedding social value within procurement processes ensures that suppliers deliver meaningful employment, skills development, and opportunities that meet the needs of local communities, particularly those facing the greatest disadvantage. In doing so, it also supports productivity, strengthens local economies, and contributes to sustainable economic growth across the UK.
