CPP Clinical Staffing Framework ITT Released

We are pleased to announce that the CPP Clinical Staffing Framework was released on 7th March 2016. This framework will encompass all clinical staffing groups (Nursing, Medical Locums, AHP and emergency workers) and will be nationwide in coverage. This framework is also the first to be launched since the introduction of Monitor agency rules and caps.

Anticipated Benefits

  • Allows NHS Trusts a simple fully EU compliant route to market for all clinical staffing groups.

  • Monitor compliance. This framework has been created in consultation with Monitor, in order to support the agency pricing cap rules which came into effect November 2015. Using this framework ensures that your organisation is compliant with current Monitor regulations and is future-proofed to take into account any further agency price regulations.

  • All Suppliers will be audited in order to be awarded a place on the framework. Regular audits will also be carried out throughout the lifetime of the framework to ensure compliance to NHS Employers standards.

  • The Framework  allows  flexibility for customers to directly call off from the Framework, or re-open competition by running a further competition, removing the need for customers to conduct full tender exercises or lengthy supplier evaluations, saving both the time and cost associated with procurement exercises.

  • Prices are fixed for the lifetime of the framework, maximising value for money, for the Initial Term and thereafter may only be revised by agreement in writing with the Framework Authority


If you use regular suppliers who are not currently on a framework, then please encourage them to partake in this exercise. Monitor rules do not allow trusts to use non framework agencies. This is a big opportunity for current non framework suppliers to be accredited for NHS use.
